4 charged with smuggling drug-soaked papers into Cook County Jail

CHICAGO — Two women and two men are facing felony charges for allegedly attempting to smuggle drug-soaked paper into Cook County Jail. 

According to the Cook County Sheriff’s Office, one incident was captured on surveillance video. Deputies said Josephine Frazier slid an object across the table while visiting Wendell Eiland on March 30. A search of Eiland’s clothing later revealed the items tucked inside his pants.

Frazier was arrested on May 10 and charged with bringing contraband into a penal institution and possession of a controlled substance, both felonies.

Eiland was charged with possession of a controlled substance in a penal institution.

In another case, authorities accuse Brandy Frazier (no relation to Josephine Frazier) and Leroy Carter of also trying to smuggle drug-soaked paper during a medical appointment at a local hospital on March 5.

A Cook County Jail inmate allegedly instructed Frazier to bring paper soaked in drugs to the hospital and leave it in the bathroom at the clinic he was scheduled to visit.

Carter accompanied Frazier, who deputies say had drug-soaked paper in his pocket.

Deputies arrested both Frazier and Carter at their homes on Tuesday. Both were charged with possession of a controlled substance. Frazier also faces an attempt to introduce contraband into a penal institution charge,

According to jail officials, WGN Investigates has reported that paper soaked in illegal substances—and mixed with dangerous household chemicals—is a rising threat.
