Former Harris County Precinct 4 deputy constable Ray Thompson charged with sexual assault

HOUSTON, Texas (KTRK) — Shocking allegations are just coming to light against a former Precinct 4 deputy constable accused of using his job to intimidate and sexually assault women.

Ray Thompson is charged with two counts of sexual assault for encounters that prosecutors said happened in October 2022 and September 2023.

Constable Mark Herman confirmed to ABC13 Friday morning that one of the alleged assaults happened during the time that Thompson was employed by the Harris County Precinct 4 Constable’s Office.

In the first incident, prosecutors said Thompson was working an extra job at the Galleria, where he allegedly approached an 18-year-old girl and lured her to a hotel room where they said he gave her alcohol. The girl said the next thing she knew, she woke up with soreness to her sexual organs.

Herman said that in October 2022, his office received a call from the Houston Police Department about an open criminal investigation into Thompson concerning the assault allegation.

Herman said they immediately pulled him off patrol and put him on dispatch. Herman added that Thompson reportedly didn’t cooperate during their internal investigation and resigned shortly after.

Prosecutors said the second assault involved a mom who was walking her son to school. They said Thompson had tried to get her attention several times and eventually lured her to a hotel room where they said a similar assault happened.

“This is a former Precinct 4 deputy who was essentially using his uniform to intimidate these women. Hoping to keep them silent for what occurred and what happened to them,” Assistant District Attorney Kimberly Smith said.

However, Thompsons attorney refuted the charges.

“We’ve been cooperating with the police for two years while this investigation is pending,” defense attorney David Kiatta said. “We’re just waiting for this day so he can be charged so we can clear his name in front of a jury trial.”

Kiatta said Thompson has even taken a lie detector test but would not go into specifics of the defense strategy.

“I do not want to talk about the facts of the case. I saw the prosecutor give a detailed press conference, and I think she’ll regret some of those words,” Kiatta said.

Prosecutors said they believe there are more victims and ask them to come forward. Thompson’s bond was set at $50,000.
