After watching the first 8½ hours of yesterday’s City Council Committee on Rules, Privileges and Elections hearing on Mayor Adams’ nominee to be the city’s top lawyer, it was clear that Council members were totally and unalterably opposed to having Rudy Giuliani become the corporation counsel.
