Vice President Kamala Harris has been cemented as the Democratic presidential nominee after a majority of delegates selected her in a virtual roll call vote, the party announced Friday. In the coming weeks, Harris will look to build on a strong July in which her campaign raised $310 million. Robert Costa has the latest.
