An Elgin police dispatcher has been accused of starving a dog to death.
Samilka N. Lamboy-Torres, 30, of the 600 block of Columbia Avenue, Elgin, is charged with one count of felony aggravated cruelty to an animal.
Court records say she “intentionally committed an act of starvation that caused a companion animal’s death.”
According to an Elgin police report, someone called police June 30 to a residence on Bellevue Avenue. Lamboy-Torres had moved out of the residence.
A dead dog was found in a garbage bag.
Police found an imprint with fur on a floor, in an outline of a dog, according to the report. There were “significant” scratches and chew marks on the door leading out of the room. The body bore a tag with Lamboy-Torres’ name and phone number.
The report said that when officers spoke to Lamboy-Torres, she first said she had given the dog, named Kratos, away on Facebook. When police told her they found the dog’s body, she then said that sometime in February or March the dog had bitten her, so she locked it in the basement, according to the report.
She said she fed the dog, “but clearly not enough,” according to the report, that the dog died in March and she put it in the bag.
Police Chief Ana Lalley said Wednesday that Lamboy-Torres has been placed on administrative leave, with “additional action expected following a review of the criminal charges.”
