Vice President Kamala Harris and President Biden appeared together at a campaign event Monday in Pennsylvania, their first joint campaign event since Mr. Biden dropped out of the race. Harris also campaigned in Detroit, where she was joined by union leaders as she looked up to shore up support among a crucial voting block on Labor Day. Ed O’Keefe reports.
