Man faces 2 charges after 2023 fatal crash; toxicology report showed cocaine in his system

TRAVIS COUNTY, Texas (KXAN) — A man was charged with two counts of criminally negligent homicide Aug. 19 in connection with a 2023 fatal crash.

According to Travis County court documents, an arrest warrant was issued for 22-year-old Noah Riley Monks related to the August 2023 deaths of Kitta Kaori, 55, and Segraves Sherrod St. John Cromwell, 55.

KXAN searched for Monks’ attorney information but none was available. This story will be updated if an attorney statement is later received.

Court documents said that according to a toxicology report, Monks had cocaine in his system at the time of the crash.

Travis County jail records showed Monks was arrested and booked into the facility Wednesday. By Thursday, he was no longer in the jail.
