Cities from the Midwest to the Northeast are expecting peak temperatures more than 10 degrees higher than normal Thursday. In Philadelphia, there’s a community effort to beat the heat with a “neighborhood cooling project” that works to build dozens of cooling benches with umbrellas, spraying water and plants around the city.
